An elegant building (1919), it cost just over 30,000 pounds of gold. It was republican in style with large windows and wrought iron doors. It was destroyed by a fire caused by a deplorable political brawl between the Lieutenant Mayor José Barreto Sánchez at that time and his reincorporated mayor, Arturo Castillo Chirinos, who tried to regain his position based on a ruling of the Constitutional Court just two months after completing the period for which he was elected, in October 2006.

It stood in the north wing of the main park, located at 823 San José Street.

Currently it is already restored and now it works as a museum.
